EU packaging rules shift compliance to retailers

Germany’s trade sector must finance recycling for private-label goods and direct imports by Aug. 12, 2026

Germany’s retail sector is facing a major shift in packaging compliance as the European Union’s Packaging and Packaging Waste Regulation, known as the PPWR, takes effect on Aug. 12, 2026, moving responsibility for certain packaging from manufacturers to retailers.

The change applies to private-label goods and imports that enter the German market without a domestic intermediary. Under the new rules, the obligation to participate in a packaging recycling system will fall to the trade sector, which will also be responsible for financing the recycling of those packages. The Central Agency Packaging Register, or ZSVR, has said there will be no transition period. Companies must meet the legal requirement before the goods are sold.

That means retailers, importers and distributors will need to organize their system participation in advance and report packaging volumes accurately. For businesses that sell wine, beverages and other consumer goods under store brands, or that bring products into Germany directly from abroad, the rule could change who handles compliance and when it must be completed.

The deadline is especially important because the obligation must be fully transferred to retailers by Aug. 12, 2026. Until then, companies are expected to review their supply chains, identify which products fall under the new framework and make sure registration and reporting are in place before any sale begins.

The IHK Karlsruhe said the change reflects a broader shift in extended producer responsibility under EU law. It also urged companies to consult the ZSVR for further details and to contact their local chamber of commerce for guidance on implementation.
